Is that how you would describe God? It is a fitting word for him (even in silence).

A craftsman, say, a woodworker has many options on how and what he creates if he has many tools. So does God with all creation at his disposal have many ways to communicate. He even has the human anatomy, physiology and psyche at his disposal (to the extent that it will not violate the free will of a person).

The phrase "hearing God's voice" may be better said "becoming aware of the operator of the universe and his messages for you" but that's a bit tedious.

Indeed, God does talk. We just need ears to hear.
